About 3 lakh people die from these diseases in the country every year and more than 3 lakh people are suffering from cancer, kidney, liver cirrhosis, paralyzed stroke, congenital heart diseases and thalassemia.  Just as patients suffering from these diseases die of starvation due to lack of money, his family becomes destitute by paying for medical treatment.  The Ministry of Social Welfare, through the Department of Social Services, is implementing the program to provide one-time financial assistance of Tk. 50,000 (fifty thousand) to the poor patients suffering from cancer, kidney and liver cirrhosis.

 

 Definition

 

 1.  Cancer

 The bodies of all the animals in the world are made up of countless tiny cells.  These cells die one after the other over a period of time.  These old cells are replaced by new ones.  Cells in general; divides in a controlled and regular manner and gives birth to new cells.  Generally speaking, when these cells grow uncontrollably for any reason, lumps or lumps of flesh appear under the skin.  This is called a tumor.  These tumors are benign or malignant; may be malignant tumors are called cancers.  In short, the tissue that grows uncontrollably is called neoplasia (tumor) and the malignant form of this neoplasia is called cancer.

 

 2.  Kidney disease

When the kidneys gradually lose their function, various problems occur in the body.  If the kidney disease gets worse, then the contaminants in the blood increase and the sickness starts to increase.  At the same time, high blood pressure, anemia (red blood cell deficiency), bone weakness, malnutrition, nervous damage can occur.  Chronic kidney disease can exacerbate heart disease and vascular disease.  These diseases and diseases continue to grow slowly and over a long period of time.  Chronic kidney disease can be caused by diabetes, high blood pressure and other metabolic disorders.  Early diagnosis and treatment can speed up the healing process.  If the disease progresses rapidly and at one stage the kidney becomes crippled, then artificial means i.e. dialysis method has to be done to purify the blood and life can be saved by kidney transplantation.

 

 3.  Liver cirrhosis:

 Cirrhosis is a chronic disease of the liver, in which the normal architecture of the liver is damaged and the liver loses its normal function.  In many cases, cirrhosis of the liver can lead to liver cancer.

 

 4.  Paralyzed by stroke:

 Stroke may be defined as sudden neurological deficit which persists for 24hrs or patient may die within 24hrs which is non- traumatic vascular origin. 

 

 5.  Congenital heart disease:

 At birth, the baby's heart may have a variety of developmental anomalies.  Notable among these are perforations in the heart (atrial septal defect, ventricular, septal defect), tetralogy of fault, patent ductus arteriosus, etc.  All of these congenital heart diseases defects, on the one hand, hinder the physical and mental growth of the child, and on the other hand, these defects gradually become incurable.  The result is certain death.  Patients can lead a healthy and normal life if proper treatment such as cardiac surgery or device closure is done before they become incurable.

 

 6. Thalassemia:

 Thalassemia is a hereditary blood disease.  This disease causes defects in the production of hemoglobin particles that carry oxygen in the blood.  People with thalassemia usually suffer from anemia.  Anemia can lead to fatigue and disability.  There are two main types of thalassemia: alpha thalassemia and beta thalassemia.  Alpha thalassemia in general is less severe than beta thalassemia.  In a person with alpha thalassemia, the symptoms are mild or moderate.  In the case of beta thalassemia, on the other hand, the severity or incidence of the disease is much higher;  In the case of one or two year old children, if not treated properly, it can lead to the death of the child.  Children with this disease show paleness and weakness and physical growth is reduced.  The spleen becomes enlarged and the abdomen becomes swollen.  The bones widen and become distorted and physical growth is impaired.  Regular blood circulation is the main treatment for thalassemia major.  Bone marrow transplantation is an effective treatment for thalassemia.  Thalassemia is curable.  However, since it is a congenital problem, if its genetic problem is not changed, that is, the organ with which the problematic hemoglobin is being made, that organ means the bone marrow, it can be completely cured if it can be changed by bone marrow attachment.

 

 Goals and Objectives:

 A) provide medical assistance to poor patients suffering from cancer, kidney and liver cirrhosis;

 B) Assisting the family of the affected patient;

 C) Helping to return to healthy and normal life.

 

 Strategies for implementing the program:

 The poor patients suffering from cancer, kidney, liver cirrhosis, paralyzed stroke, congenital heart diseases and thalassemia will be identified and the action taken will be implemented by compiling the list of real destitute and helpless people following the policy in collaboration with the manpower of the Department of Social Services, local administration, people's representatives and well-wishers.

 

 Working area:

 The working area in the financial assistance program for poor patients suffering from cancer, kidney, liver cirrhosis, paralyzed stroke, congenital heart diseases and thalassemia will mean the whole of Bangladesh.

 

 Amount of financial assistance / grant

 Each selected poor patient suffering from cancer, kidney, liver cirrhosis, paralyzed stroke, congenital heart diseases and thalassemia will be given a lump sum of Tk. 50,000 (fifty thousand).  The government will retain the power to increase / decrease financial grants.

 

 Criteria for candidate selection

 (A) Citizenship: Candidate must be a citizen of Bangladesh.

 (B) Distressed: Priority should be given to the most destitute person.

 

 (C) Socio-economic status:

 1.  In case of financial situation: Children, destitute, refugees and landless should be given

      priority.

 2.  In case of social status: Elderly, widowed, divorced, widowed, childless, separated from

      family should be given priority.

 (D) Ownership of land: Preference should be given to landless candidates where applicable.

        In this case, if the amount of land of a person other than the homestead is 0.50 acres or,

       less, he will be considered landless.

 

 Eligibility and conditions for receiving financial assistance:

 1.  Patients with cancer, kidney and liver cirrhosis, paralyzed stroke, congenital heart diseases and

      thalassemia must be certified by a registered physician;

 

 2.  Must have a prescription and test report from a specialist in the relevant disease;

      Must have biopsy or other test reports in case of such-cancer and in case of kidney disease;

      Patients suffering from Acute Renal Failure or Chronic Renal Failure should be considered

      for dialysis services.  However, in areas where access to dialysis services is not available,

      this assistance can be provided subject to certification by a specialist.

 

 3.  Must have National Identity Card / Birth Certificate (Photocopy attested by Gazetted

      Officer 1st Class);

 

 4.  Must be selected by the selection committee.

 

 Candidate Selection Process:

 1.  The Deputy Directors will prepare a preliminary list and submit it to the District Committee in the light of the applications received for financial assistance to patients suffering from Cancer, Kidney, Liver Cirrhosis, Stroke, Paralyzed, Congenital heart diseases and Thalassemia.

 

 2.  The concerned Deputy Director shall maintain two separate lists and registers in his district containing the necessary documents and information regarding the treatment of initially eligible and ineligible persons in Cancer, Kidney, Liver Cirrhosis, Stroke Paralyzed, Congenital heart diseases and Thalassemia patients.

 

 3.  The said list and the applications received should be presented at the meeting of the District Implementation Committee and the Implementation Committee shall verify the applications and  a single list eligible for financial assistance (along with ancillary documents) will be made to distribute the checks with the consent of the Implementation Committee.
