Capitation Grant

Traditionally, the people of Bangladesh are determined to take care of the neglected orphans. All the religious people of Bangladesh have been running private orphanages for the upbringing of orphans. Assistance is provided by the Department of Social Services for the smooth running of these private orphanages. Private orphanages are first registered under the Voluntary Social Welfare Institutions (Registration and Control) Ordinance 1981 and later financial assistance is provided for the upbringing, treatment and education of the children of the registered private orphanages, known as Capitation Grant. At present, capitation grant is being given to 1 lakh orphans of 4,012 private orphanages. The main purpose of Capitation Grant is to turn poor orphans into human resources.

During the tenure of the present government, "Capitation Grant Allocation and Distribution Policy 2015 in Private Orphanages" was formulated. Government policies are being followed in providing granting grants. Financial discipline has already been consolidated in the provision of capitation grants. Intensive supervision and monitoring has been intensified at the ministry and directorate level in this regard. It is hoped that if this trend continues, it will be possible to create an encouraging response at the private level in the upbringing of orphans in the country. Name plaques have been put up in the open space of the Capitation Granted Private Orphanage. In addition to religious education, primary, secondary and equivalent education has been made compulsory in every institution. The national anthem is being performed regularly by the residents of the institution. The allocation of capitation grants to private orphanages is a significant part of the government's social security zone program.

Those involved in the implementation of the activities

The activities branch of the Department of Social Services under the control of the Ministry of Social Welfare provides registration of private orphanages and the institution branch manages the capitation grant. Additional Director, Deputy Director, Assistant Director, Social Service Officer under the leadership of the Director (Institution) are involved in conducting Capitation Grant activities at the headquarters level. At the district level, the Deputy Director, Assistant Director, Registration Officer, Upazila Social Service Officer and City Social Service Officer supervise the capitation grant activities of the field level private orphanages and coordinate between the field level and the headquarters.

 

Service:

Provide financial assistance to private orphanages for the upbringing of orphans up to the age of 18 years;

Ensuring nurturing with affection and care;

Ensuring the provision of formal education and vocational training;

Ensuring physical, intellectual and human excellence;

Provide support for the full development of the child;

Arranging employment for their rehabilitation and self-reliance.

 

Calculation of Capital Grant on Fiscal Year:

For the welfare of the helpless orphans of the country, the government has been providing a grant (capitation grant) at the rate of Rs. 360 / - per capita per resident in the early 60's. In the light of 8.12 of the policy of private orphanages registered by the Department of Social Services, there is an opportunity to give capitation grant for a maximum of 50% of orphans with a minimum of 10 (ten) orphans. From the year 2019-2020, a government grant of Rs. 2,000 / - per head per month is given to the residents, the distribution of which is: Rs. 1600 / - for food, Rs. 200 / - for clothes and Rs.

Service delivery method (brief):

The private orphanage must be registered with the Department of Social Services and must have a minimum of 10 orphans aged 6-18 years. Subject to confirmation of admission in 100% residential primary / secondary school, 50% children will come under this service. The application has to be submitted to the concerned Upazila office by 31st July along with the Secretary Social Welfare through the appropriate authority in the prescribed form. Information on private orphanages has to be sent to the district from the upazila office by August 10 and from the district office to the directorate (institution branch) by August 25. Then it has to be confirmed from the directorate to the ministry by 15th September. The relevant application forms are sent through the meeting of the Ministry of Social Welfare after verification and selection to the designated private orphanage along with the allotment department for further action. The allotment letter is sent to the concerned institution by the directorate. If the concerned organization submits the bill to the concerned social service officer against the allotted allocation, it is verified and the bills are approved and it is sent to the Upazila Accounts Officer. After the bill is passed by the Accounts Office, it is submitted to the office of the Upazila Social Service Officer. Later, the Upazila Social Service Officer handed over the capitation grant through cross check in favor of the President / Secretary of the concerned orphanage.

 

Functions:

Registration under Orphanage Building and Voluntary Social Welfare Organizations (Registration and Control) Ordinance 1981;

Anesthesia in the prescribed form through Upazila Social Service / City Social Service Office;

Verification of the age and health condition of the applicant orphan through the Civil Surgeon or his representative;

Final approval by the Admissions Committee;

Free orphan admission;

Application for receipt of capitation grant by the authority;

Sending the orphanage survey, report inspection and recommendation to the district social service office by the concerned social service officer;

Submission to the Directorate with the recommendation of the Deputy Director, District Social Service Office;

Sending the application received from all the districts to the Capitation Grant Allocation Committee of the Ministry from the Directorate with a comprehensive proposal recommendation;

Allocation / rejection of application / change / extension of previous allocation by Capitation Grant Allocation Committee;

Maintenance, education, training and rehabilitation of orphans in the society with appropriate dignity.

 

Areas of citizen participation:

To inform the authorities if any deviation is observed in the management of private orphanages;

To provide financial assistance including zakat, fitra, donations, etc .;

Collaborating to improve the quality of children's education;

Assist in the rehabilitation of the child financially, through the provision of employment or the provision of information;

Treat children sympathetically;

Any kind of cooperation in the full development of the child.

Service delivery deadline

6 months after receiving the application for capitation grant from a private orphanage.
