Rural Mother Center (RMC)

Half of the total population of Bangladesh is women, most of whom are disadvantaged living in rural areas. The Department of Social Services under the Ministry of Social Welfare has been implementing the Rural Mother Center program (RMC) since 1975 for the empowerment, economic liberation and socio-economic development of these women. Father of the nation Sheikh Mujibur Rahman launched this program. The main objective of this program is to reduce family based poverty by organizing backward, disadvantaged, poor and troubled women by ensuring active participation of women. Through these activities, the low-income backward poor women of the Upazilla level rural areas are organized and their own capital is formed. Rural Mother Center (RMC) activities are being implemented with the participation of women who are capable of giving birth only.

At present, the program is running in 492 Upazillas of 64 districts of the country. The main objective of Rural Mother Center (RMC) is to educate and motivate poor rural women on the benefits of small family formation, adult education, health and nutrition, mother and child care, as well as micro-credit for economic development of the poorest, generating savings and increasing income through profitable activities. Under this program, interest free micro loans ranging from Tk. 10,000 to Tk. 30,000 are provided to each member The loan is repayable in 10 equal installments with 5% service charge for a maximum period of 1 year.

  • Organize poor women and bring them into the mainstream of development;
  • Poverty alleviation and improvement of living standards;
  • Provide assistance in planning family planning;
  • Services related to the implementation of national population activities;
  • Awareness raising and skill enhancement;
  •  Formation of own capital of targeted women's organizations.

  • Average family income: Tk. 0-50000, ‘A’ class (poorest)
  • Average household income: Tk. 500001-60000 ‘B’ class (poverty)
  • Average household income: Above Tk. 60001 (above rich / poverty line) ‘C’ class

Those involved in the implementation of the activities:

The activities branch of the Department of Social Services implements these two activities. Under the leadership of the Director (Activities), an Additional Director, a Deputy Director, 2 Assistant Directors, 1 Accountant, 1 Social Service Officer at the headquarters level and 492 Upazilla Social Service Officers at the field level are involved in the implementation of these activities. At the district level, 64 Deputy Directors and 64 Assistant Directors supervise the field level activities and coordinate between the field level and the headquarters. Authority for implementation of activities of the Upazilla Committee at the field level. The Upazilla Social Service Officer and the Upazilla Nirbahi Officer act as the Member-Secretary and President of the Implementation Committee respectively.

Functions:

  • Village selection;
  • Village survey;
  • Formation of groups targeting the poor;
  • Formation of village / ward committees;
  • Provide literate knowledge;
  • Motivation on various social issues; (Family planning, backyard vegetable farming, social forestry, safe drinking water, sanitation, primary health care, nutrition awareness, family planning, pregnant mother care, vaccination of children, prevention of child marriage, awareness against women abuse and dowry, drug abuse Prevention, sending children to school, etc.)
  • Provide vocational and skills development training;
  • Application in the prescribed application form for obtaining micro loan;
  • Selection of suitable borrowers for socio-economic development;
  • Execution of contract;
  • Provide interest free microfinance;
  • Cooperation in building organizations with own capital.

 Areas of citizen cooperation:

  • Repayment of loan amount in 10 equal installments from the 2nd month after receipt by the beneficiary or in 1, 2 or 3 installments depending on the scheme with 5% service charge;
  • Savings at regular rates fixed by the party members;
  • Adherence to what members are made aware of through activities;
  • To co-operate with the authorities in recovering the loan if any beneficiary does not repay it regularly;
  • Provide information and assistance to the authorities in selecting the right village / ward and suitable borrower;
  • Inform the appropriate authority if any irregularity is observed in disbursement of loan.

 Service Deadline:

  • 1 month loan disbursement for 1 month after village / ward election;
  • Reinvestment / 2nd / 3rd stage loan, 20 days after application.
