The Constitution of the People's Republic of Bangladesh has expressed the commitment to establish equal rights, human dignity, basic human rights and social equality for all citizens. In order to protect the rights of Persons with Disabilities and their welfare and development, the Hon'ble Prime Minister Sheikh Hasina passed the Disability Welfare Act 2001 in Parliament during his first term (1996-2001). Moreover, Bangladesh signed the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) on May 9, 2007 and ratified it on November 30. The present government in their second term (2009-2014) has enacted the Rights and Protection of Persons with Disabilities Act 2013 in the light of the UNCRPD and in the third term (2014-2019) the Rights and Protection of Persons with Disabilities Rules-2015 is prepared. In order to implement the constitutional commitment to establish the rights of PWDs and to fulfill international commitments, any program or national benefit is required to have a complete database with correct information.
Disability is a part of biodiversity. Not all disabilities are visible. In some cases, disability is not endurance. Rather, temporary disability is observed in different cases. There are notable numbers of disabled people in Bangladesh. It is found in many research that a lot of disabled people are poor or members of low-income groups. It is a demand of time to eradicate the poverty of disabled people and develop their standard of life. Now it is necessary to take initiative to eradicate poverty and develop their standard of life by the appropriate goal-oriented plan of health, education and training. Countrywide disability detection survey Programme has been taken to measure the proper statistics of disabled people for identifying the type of disability, level of determination and determine the specific causes of disability.
Objectives of the Disability Detection Survey:
1. To determine the number of families of PWDs.
2. To detect visible and invisible disabilities.
3. To register PWDs and provide ID cards.
4. To develop an adaptable database (including information & picture) for the administrative ministry;
5. To facilitate the inclusion and the techniques of inclusion of PWDs in Government Programmes/Projects properly. and
6. To ensure the welfare of the PWDs in accordance with the National Policy on Disability.
A pilot survey was started in May 2012 prior to the nationwide survey to test the effectiveness of the system. In the fiscal year 2011-12, All Upazilas(5) of Gopalganj District, Jamalpur Sadar, Barura, Comilla, Paba,Rajshahi, Morelganj,Bagerhat, Barisal Sadar, Chunarughat, Habiganj, Phulbari,Dinazpur came under this pilot survey. Initiatives were taken to conduct door to door survey in the fiscal year 2012-13 leaving the pilot survey areas. Primary data collection was started on 1st June 2013 and completed by 14 November 2013. In the financial year 2013-14, detection of disability types and level of disabilities were started by the physician & consultant designated by the Directorate of Health Services.
The database, Disability Information System (www.dis.gov.bd) has been prepared to ensure the overall development of Persons with Disabilities in the light of proper preservation and storage of information on Persons with Disabilities identified by doctors and the information of PDW is regularly accessed in the database through web-based software. The Government has approved the Policy on Use of Data of PWDs, 2021 to enable various public/private institutions, general people and PWDs to use the information obtained through this programme.

The disability detection survey programme is a continuous programme. The disabled people who are not yet enlisted in the disability detection survey are requested to fill up the attached Interview form by downloading and send it to the nearby concerned Social Services Office.
