The current government is determined to provide equal rights and dignity to the disabled. Bangladesh Disability Welfare Act 2001 was enacted in 2001. Later this Act was repealed and 'Rights and Protection of Persons with Disabilities Act 2013' was introduced. The Rights and Protection of Persons with Disabilities Act 2013 is a unique document to protect the rights and protection of persons with disabilities. Articles 15, 17, 20 and 29 of the Constitution of Bangladesh Persons with disabilities are given equal opportunities and rights with other citizens. Article 15(d) of the Constitution introduced the Disability Allowance Program as part of the state's responsibilities from the financial year 2005-06. Initially 1,04,166 disabled persons were given allowance at the rate of Tk 200 per month.
In the current fiscal year 2022-23, the number of disabled beneficiaries increased from 20 lakh 8 thousand to 23 lakh 65 thousand. The rate of monthly allowance is increased from Tk 750 to Tk 850. The total amount of allocation for disability allowance program in the financial year 2022-2023 is Tk 2429.18 crore. Due to the close supervision of the highest level of the government and the tireless efforts of the officers and employees of the social service department at all levels, the distribution of disability allowance program has achieved almost 100% success.
During the current government, with the aim of ensuring more transparency and accountability in the disability allowance program and making it acceptable to all, the existing implementation policy has been amended and adapted to the times, involvement of local honorable parliamentarians and other public representatives in the selection of beneficiaries, and the preparation of a database has been taken. Apart from this, in order to facilitate the distribution of allowances, allowances are being paid through G2P system from the fiscal year 2020-2021.

Aims and objectives of the programme
1. Fulfilling constitutional and legal commitments made to persons with disabilities;
2. socio-economic development of persons with disabilities;
3. Inclusion of disadvantaged persons with disabilities under social security programmes;
4. Payment of monthly allowance to persons with disabilities selected by the competent authority following specific guidelines;
5. Inclusion of the issue of persons with disabilities in the National Action Plan.
Definition:
“Person with Disability” means any person with any form of disability as defined in section 3 of the Rights and Protection of Persons with Disabilities Act, 2013;
Candidate Selection Criteria:
1. The applicant must be disabled as defined in the Rights and Protection of Persons with Disabilities Act, 2013;
2. The socio-economic status of the applicant should be taken into consideration during selection;
3. Preference should be given to elderly/elderly disabled persons in payment of allowance;
4. Landless and homeless disabled people will get priority in getting allowance;
5. Priority should be given to women with disabilities;
6. Preference should be given to persons with multiple disabilities;
7. Priority should be given to more poverty stricken and relatively backward or remote areas in the nomination of new beneficiaries.
8. Priority for treatment should be given to poor mentally/autistically challenged children and totally visually impaired.
Eligibility and Conditions of Beneficiary:
1. Must be a permanent resident of the concerned area;
2. According to the Rights and Protection of Persons with Disabilities Act, 2013, registration and identity card must be obtained from the social services office. The disabled person shall receive registration and identity card from the district where he is a permanent resident;
3. The applicant must be severely disabled;
4. To be selected by the selection committee
Ineligibility to receive allowance:
1. If a government employee or a pensioner as a government employee;
2. If receiving regular government grants in any other way;
3. If regularly receiving financial grants from any private organization/social welfare organization.
