Beggar's rehabilitation and alternative employment

Since ancient times, begging in human society has been going on. Its history is also ancient in the subcontinent. Begging extends due to exploitation and deprivation of British and Pakistani periods, river corrosion, poverty, diseases, illiteracy, etc.  At present, there has been a great deal of begging due to a group of people reluctant to work and a group of selfish using it as a tool for the purpose of earning money.  Begging is a social disorder. This is not a recognized profession. The social and economic development of Bangladesh has taken place. Bangladesh has promoted to the list of developing countries from LDC locations. It is the time to release the country from the shame of begging.

 

The Ministry of Social Welfare has taken up the program on "Rehabilitation and Alternative Employment for the  People Engaged in Begging” in order to implement government's commitment to poverty alleviation and prevent people from abusive occupation like beggary in the country, for the rehabilitation and alternative employment of the beggars by using government's revenue sector. Program activities started from August / 2010. Beggar rehabilitation program started in 2010 but it did not get much widespread. The present-day government is very sincere about the elimination of social evils like begging forever. Considering this matter, for the first time in 2017-2018, money is sent in 58 districts of the country for beggars rehabilitation and alternative employment. From the beginning to the 2021-2022 fiscal year, the details of the allocation and expenditure are given below-

 In 2016-17 fiscal year, grant of 28 lacs taka in the beggar rehabilitation sector is approved. This money has been released in 09 districts.

For the year 2017-2018, a total of 449 crore 50 lac  taka for the rehabilitation of 250000 (Two Lac Fifty Thousand) beggars is required by the demand letter signed by the Deputy Commissioner and Deputy Director, District Social services Office from 64 districts of the country.  In 2018-19 fiscal year, allocation of Tk. 3 crore is available in the budget. In 38 districts, the money is sent to the bank account, which is jointly operated by deputy commissioner and deputy director for the rehabilitation of the beggars.

 

the government has initially declared some areas of the Dhaka city. The areas are - the intersection on the eastern side of the airport entrance, the airport police post and its vicinity, the area adjacent to Hotel Radisson, VIP Road, Bailey Road, the area adjacent to Hotel Sonargaon and Hotel Rupsi Bangla, Rabindra Sarani and diplomatic zones. . In order to keep these area beggar-free, regular campaign, advertisement, distribution of leaflets and repairing/replacing damaged plug stands at various places are going on. In addition, the construction of 16 tinned dormitory buildings on a temporary basis in empty spaces inside 5 shelters is going on for the purpose of keeping the beggars detained in shelters by operating mobile courts in the declared beggar-free areas of Dhaka city. 2600 beggars were arrested by operating 130 mobile courts in Dhaka North and South City Corporation areas during the fiscal year 2021-2022. 1805 were released (on condition of not begging) due to lack of adequate detention facilities. The remaining 795 were sent to various shelters. An Implementation policy has been formulated to systematically carry out the work of beggar rehabilitation.
